    Support for Managing Technology Changes Related to Business Transformation

    Initial Situation and Project Objective

     In 2020, when a Finnish consortium consisting of Vantaan Energia, Infranode, and Keva signed an agreement to acquire Fortum's district heating business in the Järvenpää–Tuusula area, a new company named Tuusulanjärven Lämpö (formerly Vantaan Energia Keski-Uusimaa) was established. At the start of its operations, the newly founded company needed efficient business processes and the supporting IT systems and software.

     Tuusulanjärven Lämpö aimed to acquire a comprehensive information system for consumption measurement reading, data processing, contract processes, invoicing, and customer reporting, and to integrate the data transferred from Fortum into this new system. As the procurement was business-critical and extensive in scope, Tuusulanjärven Lämpö decided to seek external assistance and hired experts from Solteq Utilities Consulting to support the project execution.

    Solteq Utilities Consulting's Expertise Was Brought into the Project

    The core competence of Solteq Utilities Consulting is to assist energy companies in managing technology changes associated with strategic and business transformations.

    Experts from Solteq Utilities Consulting joined the Tuusulanjärven Lämpö project early on. The project as a whole included the planning, procurement, and implementation of the following solutions:

    •  Consumption measurement reading
    • Data processing of measurement information
    • Contract processes
    • Invoicing processes
    • Customer reporting

    During the preparation phase, potential system vendors were identified, and requests for proposals were sent to selected suppliers. The received proposals were evaluated collaboratively, and a comprehensive system solution, including integrations between different systems to support desired processes, was designed.

    After vendor selection, the project moved into the implementation phase. Implementation projects were planned, budgeted, described, and scheduled. A key aspect of implementation was ensuring that the data transfer from Fortum’s systems to Tuusulanjärven Lämpö’s systems was done in a coordinated, secure, and timely manner. In the first phase, measurement data management, contract and invoicing processes, and partial meter readings were deployed. Once invoicing was confirmed to be functioning properly, customer reporting services were launched, and the remaining meter readings were transferred. These next-phase implementations were also successfully completed, and the entire project was finalized in under a year.

    How Was the Project Executed?

     The project progressed smoothly, stayed on schedule, and remained within budget. The project’s scope had been correctly defined during the planning phase and did not require compromises. The most challenging part of the project proved to be the data transfer, which involved typical system migration issues as well as the complication that the data was still in use by another company during the project. The data was transferred to Tuusulanjärven Lämpö's management during the system implementation. These challenges were overcome by planning the data transfer well in advance and validating it systematically.
